As part of a $1B+ expansion initiative, Penn State Health (PSH) purchased a 28-acre greenfield site in Lancaster, Pennsylvania to construct a new community hospital.
Wellspan York Hospital is a Level-1 trauma hospital serving a large population within South Central Pennsylvania. The project includes a new surgical tower, which is comprised of 96 ICU beds, 21 ORs, 70 Prep/Recovery and PACU Bays, and a 15,000 SF CSP. As the Owner’s Representative, PurePM is managing every facet of the project, including budget and schedule development and tracking, management of the professional project team and the construction managers, communication with the hospital staff, and daily involvement with all project activities.
PurePM’s engagement with WellSpan began in the conceptual phase of the project when COVID escalation had pushed the project budget out of reach. PurePM utilized a lean project delivery model and target value design to set strategic goals within each line item. Even with national inflation due to COVID, PurePM brought the project back within budget. Additionally, PurePM supported programming decisions by analyzing the conceptual design test fits for cost implications, impacts to equipment, phasing considerations, and connectivity to the existing hospital. This thorough programmatic analysis in combination with medical equipment planning helped the leadership team make the most informed decision about future expansion.
Once completed, this project is aiming to achieve LEED Gold certification. Although it’s located in a rural area, the hospital system operates like its own city ecosystem with minimal green space on site. PurePM worked with the design team and the sustainability consultant to track and optimize the LEED scorecard to obtain the certification while meeting the project budget. A sizeable green roof that manages site stormwater is an important piece of the LEED certification, and provides an outdoor respite for staff, patients, and visitors. Additionally, PurePM was instrumental in advocating for low-cost, large impact points such as increasing the number of bus routes connecting to the hospital.
