Episcopal Campus Crisis Response Center Expansion, Temple University Health System

The Temple University Health System (TUHS) relocated and expanded its existing Crisis Response Center (CRC), introducing a new observation area focused on Drug and Alcohol (D&A) care. The former 5,700 SF center, located on the third floor of the Episcopal Potter Morris Building, was replaced by a new 9,700 SF facility on the second floor. The RACP-funded project enhances TUHS’s ability to deliver comprehensive medical and behavioral health services in Philadelphia’s Kensington neighborhood, one of the City’s most vulnerable communities, by providing 24-hour psychiatric emergency services. The expanded CRC increases access to evidence-based treatment for substance use disorders, psychiatric conditions, and social determinant support, while integrating laboratory and behavioral health resources under one roof.

The project required careful planning to maintain hospital operations throughout construction, with an active Emergency Department below and the existing CRC above. Coordination was also needed with other ongoing, phased projects within the facility. Unforeseen existing conditions, including asbestos abatement and utility relocations, introduced schedule and budget risks that required proactive management and communication.

PurePM provided full-service project management, leading all phases from design through occupancy. Responsibilities included coordinating phasing and logistics to minimize disruptions to patient care, managing cost and schedule risks, facilitating weekly team meetings, and maintaining close communication between the client, construction, and design teams. PurePM guided the owner through decision-making, change management, and Department of Health coordination, ensuring the project stayed aligned with clinical needs and compliance requirements. The new CRC officially opened in October 2025.

Now fully operational, the unit enhances both patient and staff experiences and expands TUHS’s capacity to deliver safe, high-quality behavioral health care to the City of Philadelphia’s most at-risk populations.
